Philly Latinos Surpass 2000 mail return rates
An Analysis of Latino Census participation rates

Despite low expectations of low mail return participation the 2010 census Latinos defied the skeptics and demonstrated dramatic improvement over their 2000 mail return participation rates .  In an analysis conducted by the Mayor’s Office of Multicultural Affairs, census tracts with a super-majority concentration of Latino residents  (66% or more) improved their 2010 mail return rate by an average of 13 percentage points over the 2000 decennial.  Thus, Latinos went from a 47% participation rate in 2000 to 60% in 2010.  No other group in the city demonstrated such improvement in mail return participation. read more.....


Participation rate = the percent of forms mailed back by households that received them.

News about the Census in Philadelphia. Rosales Communications is colaborating with the The Latino Complete Count Committee (Comite Latino por un Censo Completo) this is a network of organizational partners that includes CBO’s, churches, businesses and community activists. Its primary purpose is two-fold: 1) to increase awareness of the importance of the census within the Latino Community and, 2) to encourage all Latino residents to actively participate in the 2010 census Censo 2010, Visit their website

Be Counted/Questionnaire Assistance Centers Program

The Be Counted program makes census forms available in many different public locations in areas that have been historically undercounted by the census. These locations include community centers, health clinics, convenience stores, churches, businesses and others.

Questionnaire Assistance Centers (QAC)

Questionnaire Assistance Centers (QAC) are located in public places such as grocery/retail stores, recreation halls, libraries, and places in the community that are convenient and ideal for residents to visit. The main purpose of the QAC is to assist people in the completion of the census questionnaires and to offer the language assistance needed. All QACs are also BC sites.
